Downtown Lighting Study

The City of Vacaville, CA

Evari Consulting is supporting a comprehensive lighting study for Downtown Vacaville, focusing on mapping, analytics, and data-driven recommendations to optimize streetlighting infrastructure. The study aims to evaluate existing lighting conditions, identify areas for improvement, and provide actionable strategies for enhancing nighttime visibility, safety, and energy efficiency.

Evari’s role in the project centers on GIS-based mapping and advanced spatial analytics. Using the EvariLUX digital twin technology, Evari created a high-resolution geospatial inventory of over 400 streetlights and parking lot lights. The team conducted detailed photometric and illuminance analyses, ground-truthed field data with GIS models to assess light distribution patterns, uniformity, and fixture performance. By mapping dark zones, overlit areas, and tree obstructions, Evari provided a clear visualization of existing lighting gaps and their impact on pedestrian and vehicular safety.

Beyond data collection, Evari’s team conducted in-depth analytics to assess compliance with lighting best practices and municipal guidelines. These analyses incorporated key factors such as pedestrian activity, traffic volume, and environmental constraints to ensure that any proposed lighting adjustments align with Vacaville’s broader urban planning goals.

The final deliverable will include a set of prioritized recommendations designed to improve lighting efficiency, safety, and sustainability. Recommendations focus on:

  • Optimizing fixture placement to eliminate dark zones and improve visibility for pedestrians and drivers.

  • Adjusting light levels and color temperatures to balance safety with dark-sky compliance and energy conservation.

  • Enhancing pedestrian-scale lighting in key areas to promote walkability and nighttime comfort.

  • Providing cost-benefit analyses to support data-driven decision-making on lighting upgrades.

To ensure transparency and community engagement, Evari also developed interactive WebGIS dashboards that allow Vacaville officials and residents to explore lighting data, proposed improvements, and photometric analyses in real time. These tools will help guide future investments in streetlighting infrastructure while maintaining an open dialogue with the community.
